The laws in Portugal say the following:
Driving licences issued in non-EU countries are not recognised in Portugal. In this case, you must exchange your driving licence within 185 days of obtaining your residence in Portugal (if your country is a signatory to international road traffic conventions).

It means that:
1. As a holder of a driving license from Australia, you can drive in Portugal without an International Driving Permit, as long as your license is written in English, includes your driver photo, and is in accordance with the International Road Traffic Convention of 1968 and Geneva Road Traffic Convention of 1949.
2. However, it is recommended that you obtain an International Driving Permit before driving in Portugal, as it serves as a translation of your license and can be useful in case of any language barriers or if requested by authorities.
Different rental agencies might still require an IDP even while the local laws do not require it. Please find your appropriate local supplier in the list above to verify.
