The laws in Lithuania say the following:
You can drive in Lithuania with a driver's license issued by third countries (not belonging to the European Union or the European Economic Area) until a person becomes a permanent resident of our country , that is, when he lives in Lithuania for more than 185 days a year and declares his place of residence here. Also, foreign students who have lived in Lithuania for at least 6 months are considered permanent residents in Lithuania. After becoming a permanent resident, foreigners driving with licenses issued in a non-EU country must exchange them for Lithuanian ones.
