The laws in Israel say the following:
Holders of foreign licenses can drive with the foreign license in the country, for a period not exceeding 12 months from the day of entry into the country in accordance with the traffic regulations. You can convert the foreign driver's license to an Israeli driver's license.

It means that:
1. As a holder of a driving license from Australia, you can drive in Israel without an International Driving Permit for a period not exceeding 12 months from the day of entry into the country, in accordance with the traffic regulations.
2. If you plan to stay in Israel for more than 12 months, you will need to convert your Australian driver's license to an Israeli driver's license.
Different rental agencies might still require an IDP even while the local laws do not require it. Please find your appropriate local supplier in the list above to verify.
