The laws in Azerbaijan say the following:
A foreigner or stateless person temporarily staying in the Republic of Azerbaijan has the right to drive vehicles in the field of traffic regulation in the territory of the Republic of Azerbaijan within one month from the date of entering the country based on an unexpired driving license issued by the competent authority of a foreign state in accordance with international agreements to which the Republic of Azerbaijan is a party. A foreigner or stateless person should change hi /her driving license in accordance with the procedure established by parts VI-VIII of Article 35 of this Law to drive vehicles in the territory of the country for more than that period.

It means that:
1. As a holder of a driving license from Australia, you can drive in Azerbaijan without an International Driving Permit for a period of one month from the date of entering the country.
2. However, if you plan to drive in Azerbaijan for more than one month, you will need to change your Australian driving license in accordance with the procedure established by parts VI-VIII of Article 35 of the Law. This means you will need to obtain an International Driving Permit or convert your Australian license to an Azerbaijani license.
Different rental agencies might still require an IDP even while the local laws do not require it. Please find your appropriate local supplier in the list above to verify.
