It means that:
1. Holders of an Australian driving license can drive in Austria, as Australia is a contracting party to the Vienna Convention on Road Traffic and the Geneva Convention on Road Traffic. According to Section 23 (5) of the Austrian Law - Bundesgesetz über den Führerschein, individuals without a place of residence in Austria can drive on Austrian roads using a driving authorization issued by a contracting party to these conventions for a period of twelve months from entry into the federal territory, provided they have reached the age of 18 (or 16 for class A1 vehicles).
2. An International Driving Permit (IDP) is not strictly required if the Australian driving license complies with Annex 6 of the Vienna Convention and Annex 9 of the Geneva Convention, which it does according to the facts about the Australian license. Section 23 (6) states that the national driving license must be presented as proof of driving authorization. If the license is not in German or does not follow the model of Annex 9 to the Geneva Convention or the contents of Annex 1 or 1a of Directive 91/439/EEC, and does not meet the requirements of Annex 6 to the Vienna Convention, then an international driving license (IDP) or a translation is required. Since the Australian license is in English and complies with the relevant annexes of the conventions, an IDP would not be necessary for the purpose of driving in Austria within the stipulated 12-month period.
Different rental agencies might still require an IDP even while the local laws do not require it. Please find your appropriate local supplier in the list above to verify.
